#c00000;">（一）义务教育阶段过重作业负担问题。</span></strong><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #587a12;">一是严控书面家庭作业总量。</span></strong><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;">小学一、二年级不布置书面家庭作业，小学三至六年级每天书面作业完成时间平均不超过60分钟、初中不超过90分钟。探索“作业熔断机制”，保障经过努力仍无法完成书面作业的学生能按时休息。推广实行“无作业日”。周末、寒暑假、法定节假日控制书面作业时间总量。<strong><span style="color: rgb(88, 122, 18);">二是规范引导家长合理参与。</span></strong>严禁给家长布置或变相布置作业，严禁要求家长批改作业。多形式开展家校共育、家校互动，引导家长履行家庭教育责任，与教师沟通孩子学习、生活和身心状况，督促学生回家后完成学校布置的作业。各地各学校不得向家长摊派与教育教学无关的下载 APP、关注公众号、使用小程序以及各类“点赞”“打卡”“评比”等指令性任务。<strong><span style="color: rgb(88, 122, 18);">三是建立健全作业管理机制。</span></strong>各地教研部门要指导作业布置。义务教育学校要完善作业管理细则，建立健全作业总量审核监管、校内公示制度、质量定期评价制度，加强年级组、学科组作业统筹协调，合理确定各学科作业比例结构，确保难度不超国家课标。坚决克服机械、无效作业，杜绝重复性、惩罚性作业，鼓励布置分层、弹性和个性化作业。不得要求学生自批自改作业。<strong><span style="color: rgb(88, 122, 18);">重点整治</span></strong>给家长布置或变相布置作业，要求家长批改作业等问题。</span></p><p style="line-height:1.75em;"><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #c00000;">（二）义务教育阶段过重考试压力问题。</span></strong><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #587a12;">一是严格控制考试次数。</span></strong><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;">小学一、二年级不进行纸笔考试，义务教育其他年级由学校每学期组织一次期末考试，初中年级可适当安排一次期中考试，初中毕业年级可在总复习阶段组织1-2次模拟考试。不得面向小学各年级和初中非毕业年级组织区域性或跨校际考试，学校和班级不得组织周考、月考、单元考试等其他各类考试，不得以测试、测验、限时练习、学情调研等名义变相组织考试。<strong><span style="color: rgb(88, 122, 18);">二是加强考试命题管理。</span></strong>加大教研部门对教师命题培训力度，严格规范考试内容，合理控制考试难度，不得超越国家课程标准和正常教学进度。命题要注重增加综合性、开放性、应用型、探究性试题比例，体现素质教育导向，不出偏题怪题，减少机械记忆性试题。<strong><span style="color: rgb(88, 122, 18);">三是规范考试结果运用。</span></strong>除中考等明确以原始分数呈现考试成绩的考试之外，其余考试一律实行等级评价。考试结果不排名、不公布，以适当方式告知学生和家长，不得将考试结果在各类家长群传播。不得按考试结果给学生调整分班、排座位；初中各学期期中期末考试成绩和初三下学期模拟考试成绩不得与升学挂钩。完善学习过程评价和考试结果评价相结合的学业考评制度，科学全面评价学生。</span><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;"><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: rgb(88, 122, 18);">重点整治</span></strong></span><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;">违反次数规定组织考试、违规组织区域性或跨校际考试、以考试结果分班或排座、将期中期末考试或模拟考试成绩与升学挂钩等问题。</span></p><p style="line-height:1.75em;"><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #c00000;">（三）在职教师有偿补课问题。</span></strong><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;"><strong><span style="color: rgb(88, 122, 18);">一是加强师德师风教育。</span></strong>各地各学校定期组织教师深入学习教育法、教师法、新时代教师职业行为十项准则、校外培训行政处罚暂行办法、事业单位工作人员处分暂行规定等法律法规和文件，教育引导广大教师恪守师德底线，加强师德管理。寒暑假前召开警示教育大会，印发典型案例集，引导全体教师以案为鉴，做到警钟长鸣。<strong><span style="color: rgb(88, 122, 18);">二是健全监督检查机制。</span></strong>学校及教育行政部门履行师德师风建设管理责任，对中小学在职教师组织、参与有偿补课，或为校外培训机构和他人介绍生源、提供相关信息等问题进行排查，加强日常监督和常态检查。<strong><span style="color: rgb(88, 122, 18);">三是严查违纪违规行为。</span></strong>对在职教师有偿补课行为“零容忍”，做到举报一件、调查一件，一经查实，依法依规严肃查处。对违规教师，视情节轻重给予相应处理，直至撤销教师资格。对履责不力的学校，视情节轻重给予相应处理，并追究学校领导责任及相关部门的监管责任。</span></p><p style="line-height:1.75em;"><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #c00000;">（四）教育违规收费问题。</span></strong><strong><span style="font-size: 17px;letter-spacing: 0.5px;color: #587a12;">一是规范学校服务性收费和代收费管理。</span></strong><span style="font-size: 17px;color: #000000;letter-spacing: 0.5px;">各地各学校不得擅自增加收费项目、扩大收费范围、提高收费标准或捆绑收费。严禁强制或变相强制收取服务性收费、只收费不服务行为，严禁在服务性收费、代收费中获取差价行为。<strong><span style="color: rgb(88, 122, 18);">二是严格落实学校收费公示制度。</span></strong>以县（市、区）为单位，统一组织专题培训，学习相关收费政策；统一辖区内学校收费公示模板，在学校醒目位置常年公示，在学生入学通知书上注明；严禁在收费公示之外自立名目、越权、超标准收费。<strong><span style="color: rgb(88, 122, 18);">三是严格落实收费信息发布制度。</span></strong>各地各学校在收费实行前，应事先向家长发布收费信息或书面征求家长意见，收费信息应与收费公示栏内容相符。县域范围内统一发布的收费信息，应经教育主管部门审核；学校范围内统一发布的收费信息，应经分管校长审核后报学校主要负责人审批。发布的收费信息应加盖单位公章。严禁班主任、家委会等擅自在家长群中发布收费信息。</span></p><p
